PUMP STATION REHABILITATION
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Catlettsburg Pump Station
Rehabilitation will be received, by the City of Catlettsburg,
at the offi ce of the City Clerk, 2611 Louisa Street,
Catlettsburg, KY 41129, until 2:00 p.m. local time on March
10, 2026, at which time the Bids received will be publicly
opened and read. The Project consists of rehabilitation or replacement
of multiple wastewater pumping stations and
appurtenances.
Bids will be received for a single prime Contract. The Base Bid
shall be on a lump sum basis, as indicated in the Bid Form. Two
Additive Alternatives will also be bid. Additive Alternative No. 1
is for additional pump station rehabilitation on a lump sum basis
and Additive Alternative No. 2 is for Point Repairs, on a unit price
basis.
The Issuing Offi ce for the Bidding Documents is: Lynn Imaging,
328 Old Vine Street, Lexington, KY 40507, Phone: 859-
255-1021, Website: www.lynnimaging.com. Prospective
Bidders may obtain copies of the Bidding Documents from the Issuing
Offi ce as described below.
Bidding Documents also may be examined online at: Builders Exchange
of Kentucky, Inc. www.bxkentucky.com and McGraw-Hill
Construction/Dodge www.mcgraw-hill.com.
Bidding Documents may be obtained from the Issuing Offi ce from
8 a.m. to 5 p.m., Monday through Friday. Bidding Documents are
available by electronic download (as portable document format
(PDF) fi les) for a non-refundable charge of $115.00. Alternatively,
printed Bidding Documents may be obtained from the issuing Offi
ce either via in-person pick-up o via mail, upon Issuing Offi ceÂ's
receipt of payment for the Bidding Documents. The non-refundable
cost of printed Bidding Documents is $130.00 per set, payable
to Â"Lynn ImagingÂ", plus a non-refundable shipping charge.
Upon Issuing Offi ceÂ's receipt of payment, printed Bidding Documents
will be sent via the prospective BidderÂ's delivery method of
choice; the shipping charge will depend on the shipping method
chosen. The date that the Bidding Documents are transmitted by
the Issuing Offi ce will be considered the prospective BidderÂ's date
of receipt of the Bidding Documents. Partial sets of Bidding Documents
will not be available from the Issuing Offi ce. Neither Owner
nor Engineer will be responsible for full or partial sets of Bidding
Documents, including Addenda if any, obtained from sources other
than the Issuing Offi ce.
The project will be funded by State and Local Fiscal Recovery
Funds established under the American Rescue Plan Act, and must
comply with all Federal, State and Local requirements of that
funding program. These include Records Retention, Termination
Clause, Clean Air Act, Federal Water Pollution Control Act, Debarment
and Suspension clause, and Byrd Anti-Lobbying Amendment.
All Bidders must comply with the PresidentÂ's Executive Order No.
11246 as amended, which prohibits discrimination in employment
regarding race, creed, color, sex, or national origin.
All Bidders must comply with Title VI of the Civil Rights Act of
1964, the Anti-Kickback Act, the Contract Work Hours Standard
Act and 40 CFR 33.1016.
All Bidders must comply with OSHA (P.L. 91-596) and the Contract
Work Hours and Safety Standards Act (P.L. 91-54). The successful
Bidder and all Subcontractors will be required to conform
to the labor standards set forth in the Contract Documents.
A Pre-Bid Conference is scheduled for February 24, 2026 at
10:00 a.m. local time at Catlettsburg City Hall. Attendance at the
Pre-Bid Conference is encouraged but is not mandatory for Bidders.
Notes from the Pre-Bid Conference will be made available to
all Planholders.
If Owner awards the contract for the work, such award shall be to
the responsible Bidder submitting the lowest responsive Bid.
Bid security shall be furnished in accordance with the Instructions
to Bidders.
